Access to skilled labour to support the twin transition and ensure competitiveness

The green and digital transition (the twin transition) holds many opportunities for European citizens and companies alike. The EU could play a pivotal role in the twin transition. However, while the EU has the potential to seize the opportunities of the twin transition, the international competition is challenging. The EU should therefore consider a targeted and focused approach. One of the critical elements for the success of the twin transition and of European competitiveness more broadly, is that the European labour force has the relevant skills demanded by companies. The twin transition will on the one hand bring many new job opportunities, but on the other hand these job opportunities will require new and differentiated skills. It is important that the European workforce adapt by aquirring new and changing skills in the coming years, where reskilling and upskilling will play a central role.

Reasoning behind the recommendation

The access and availability of skilled labour in the EU will be of critical importance for the EU’s ability to position itself within the twin transition. If the EU is to be successful in the international competition related to the twin transition this requires up-to-date and relevant skills.
 

Expected consequences for industry and commerce 

Up-to-date and relevant skills will improve the competitiveness of European companies and thereby make them relevant actors in the twin transition.
 

Economic consequences

It will contribute with increased competitiveness, economic growth, and new jobs at the benefit of citizens and companies alike and the society at large.  

 

Certain considerations

  1. The social partners should be closely involved in identifying the required skills for the twin transition.
     
  2. It should be considered how to make it attractive for the youth to follow education and training paths that ensures the relevant skills needed. Likewise, it should be considered how to make it attractive for employees to reskill and upskill to meet the new skills demands.   

 

The European Commission should support Member States in:  

  • Ensuring relevant, attractive, and updated education and training pathways to jobs needed for the twin transition
     
  • Ensuring relevant, attractive, and updated retraining and reskilling opportunities and offers throughout life.
     
  • Improving digital skills of European citizens at large, including through initial and continuing education and training at all levels  

Regeringen tiltræder Regelforums anbefaling og vil engagere sig i at sikre en målrettet og fokuseret EU-tilgang – i samarbejde med arbejdsmarkedets parter – med henblik på at sikre tilstrækkelig kvalificeret arbejdskraft til den digitale og grønne omstilling. Regeringen er enig i, at det er oplagt inden for EU at udveksle erfaringer mellem landene og at udvikle nye tilgange til inspiration for at sikre relevante, attraktive og opdaterede uddannelses- og opkvalificeringsmuligheder. Regeringen mener samtidig, at det bør sikres, at der ikke flyttes kompetencer fra medlemslandene til EU, samt at parternes autonomi respekteres.
